Golf Carts

Generally speaking, under-speed vehicles (golf carts), utility vehicles, and mini-trucks are permitted in the Village of Coldwater as long as the conditions below are met.

I.  DEFINITIONS

A.  Under-Speed Vehicle

 

Means a three- or four-wheeled vehicle, including a vehicle commonly known as a golf cart, with an attainable speed on a paved level surface of not more than twenty miles per hour and with a gross vehicle weight rating less than three thousand pounds.

B.  Utility Vehicle

 

Means a self-propelled vehicle designed with a bed, principally for the purpose of transporting material or cargo in connection with construction, agricultural, forestry, ground maintenance, lawn and garden, materials handling, or similar activities. Examples of utility vehicles include Rangers, Razors, and Gators.

C.  Mini-Truck

 

Means a vehicle that has four wheels, is propelled by an electric motor with a rated power of seven thousand five hundred watts or less or an internal combustion engine with a piston displacement capacity of six hundred sixty cubic centimeters or less, has a total dry weight of nine hundred to two thousand two hundred pounds, contains an enclosed cabin and a seat for the vehicle operator, resembles a pickup truck or van with a cargo area or bed located at the rear of the vehicle, and was not originally manufactured to meet federal motor vehicle safety standards.

 

 

II.  STEPS YOU MUST TAKE TO HAVE YOUR MULTI-USE VEHICLE AUTHORIZED TO OPERATE ON VILLAGE STREETS

 

Below are the steps you must take to have your multi-use vehicle authorized to operate on Village streets. Note that multi-use vehicles from outside of the Village are not permitted on Village Streets until they have been inspected by the Coldwater Police Department and have obtained a Village Inspection Sticker

A.  Newly Purchased Multi-Use Vehicles

 

  • Contact the Coldwater Police Department at 419-678-2356 to schedule an inspection of your vehicle. A copy of the inspection form (DPS 1373) has been included with this packet for your review. The inspection fee is $50.

 

  • Bring the following with you to the inspection: 1) a valid driver’s license, 2) proof of insurance and 3) payment for the inspection (check or exact change).

 

  • If your Multi-Use Vehicle is an under-speed vehicle, the owner/operator also must provide the gross vehicle weight.

 

  • If your Multi-Use Vehicle is a mini-truck, the owner/operator also must provide the unladen weight.

 

  • If your vehicle passes inspection, you will be issued a signed inspection form and an inspection sticker. The sticker will need to be placed on the lower left side of the vehicle's windshield (driver’s side). The sticker must remain visible at all times while operating the vehicle on Village streets. If an inspection sticker is lost, damaged, or destroyed, a replacement sticker must be obtained from CPD at a cost of $5.00.

 

  • Take your signed inspection form, proof of insurance, proof of ownership and driver’s license to the Mercer County Title Office located at 318 Portland St., Celina OH. They will review and verify your documents and issue you a certificate of title for the vehicle.

 

  • Take your signed inspection form, proof of insurance, proof of ownership, driver’s license and Certificate of Title to the Mercer County Deputy Registrar located at 320 Portland St., Celina OH. They will review and verify your documents and issue you license plates for the vehicle.

 

 

B.  Multi-Use Vehicles Titled and Registered in the State of Ohio Previously Inspected by Another Agency

 

  • You must have your vehicle inspected by the Coldwater Police Department to have authority to operate it on Village streets. Contact the Coldwater Police Department at 419-678-2356 to schedule an inspection of your vehicle. A copy of the inspection form (DPS 1373) has been included with this packet for your review. The inspection fee is $20.

 

  • Bring the following with you to the inspection: 1) a valid driver’s license, 2) proof of insurance, and 3) payment for the inspection (check or exact change).

 

  • If your Multi-Use Vehicle is an under-speed vehicle, the owner/operator also must provide the gross vehicle weight.

 

  • If your Multi-Use Vehicle is a mini-truck, the owner/operator also must provide the unladen weight.

 

  • If your vehicle passes inspection, you will be issued a signed inspection form and an inspection sticker. III.  STREETS WHERE YOU MAY DRIVE MULTI-USE VEHICLES

 

  • Multi-Use Vehicles can be driven on Village Streets where the speed limit is 35 mph or less.

 

  • In addition, no person shall operate a golf cart on any State Highway, in particular Second Street and Main Street, except to cross at an intersection or to access the closest local street or alleyway. 

 

  • Operation on N Second St, north of Dairyland, is not permitted (45 mph zone).

IV.  OPERATION OF MULTI-USE VEHICLES

 

All Multi-Use Vehicles must be operated in accordance with all applicable state and local traffic laws, including but not limited to the following: 

 

  • Anyone who operates a multi-use vehicle on Village streets must have a valid driver’s license.

 

  • The vehicle must have the required plates and inspection sticker.

 

  • The vehicle must have at least minimum liability insurance coverage.

 

  • The vehicle must have properly working brake lights (2), tail lights (2), head lights (2), turn signals (2 front; 2 rear), and a white rear license plate light

 

  • The vehicle must have a horn.

 

  • The vehicle must have a rearview mirror.

 

  • The vehicle must have a windshield.

 

  • The vehicle must have brakes and a brake system.

 

  • The vehicle must have a steering mechanism.

 

  • The vehicle must have one (1) seat belt per occupant of the vehicle, and

 

  • The vehicle must have appropriate tires that are free of major bumps, bulges, breaks, or any other unsafe condition.

 

V.  FAILURE TO COMPLY WITH THESE REQUIREMENTS

 

A violation of this ordinance shall be a minor misdemeanor punishable by a fine of not less than one-hundred dollars ($100.00). Each day of non-compliance shall constitute a separate violation.
